The Deutsche Bundesbank is the independent central bank of the Federal Republic of Germany and is part of the European System of Central Banks. Its primary focus is on monetary policy. Other core business areas include the financial and monetary system, banking supervision, cashless payments and cash operations.

The SHS-Base plus is the extended core module of the Deutsche Bundesbank’s Securities Holdings Statistics. Starting in December 2005 the Securities Holdings Statistics include micro data on securities holdings. The motive behind creating the SHS-Base plus is to be able to answer the question: “Who is holding which securities to what extent?” Monetary financial institutions (MFI) domiciled in Germany report securities which they hold for domestic or foreign customers by sector of the holder. Furthermore, domestic banks provide information about their own holdings, irrespective of where the securities are held.

 

Dataset Specification

  • Timeframe and Frequency: 2005-12 to 2012-12: quarterly data, 2013-01 to current edge: monthly data
  • Unit of Observation: Each line in the dataset corresponds to a report of securities holdings.
  • Size & Format: The SHS-Base plus is divided into the modules customer holdings (CH) and own holdings (OH) that can be applied for individually or together. The SHS-Base plus research data set is available as .dta or .parquet data file by reporting data.
  • Granularity: Anonymized bank-level / security-by-security level dataset
  • Data Sources: The SHS-Base plus is a full census (no reporting thresholds apply). The financial institutions who are obliged to report comprise domestic banks (monetary financial institutions excluding money market funds), domestic investment companies and “other” domestic financial companies.

Access and Usage requirements

  • Who can access the data? The Bundesbank’s Research Data and Service Centre provides standardised access to the SHS-Base plus in accordance with its statutory mandate to be used in independent scientific research projects. Researchers must be affiliated with a research institution that clearly has a scientific, non-commercial agenda.

  • Confidentiality requirements: Researchers must sign a confidentiality agreement and a data usage agreement.
  • Access modality:
    • Secure on-site access: Access to the SHS-Base plus is generally via workstations for guest researchers in a secure environment at one of the RDSC’s locations. This form of access is necessary to meet the statutory provisions concerned with safeguarding the confidentiality of statistical reports.
    • Off-site access via controlled remote execution (CRE): CRE allows researchers with proven experience using the SHS-Base plus to analyse the data remotely without direct access to the original data. Researchers receive data structure files and prototype codes that mimic the dataset’s structure but contain no real values, enabling them to develop analysis code using Stata. After submitting their code via email, RDSC staff execute it on the actual data and review the results according to the statistical disclosure control guidelines. The checked results are then returned to the researcher by email.
  • Restrictions on publication of results: All results generated from SHS-Base plus data must comply with the statistical disclosure control guidelines of the RDSC. The RDSC must be informed about every document that is made available to the public that contains information derived from the SHS-Base plus data.
